HOUSING CHOICE VOUCHER PROGRAM MANAGER HOUSING Salary: $65,357 per year Status: Full-Time Regular Position
GENERAL DEFINITION OF WORK: Performs difficult administrative work managing Housing Choice Voucher (Section 8) program activities and staff, ensuring compliance with applicable local, State and Federal performance requirements under the Section 8 Management Assessment Program (SEMAP), and related work as apparent or assigned. Work is performed under the general direction of the Director of Housing. Divisional supervision is exercised over all personnel within the division.

Manages the day to day operation of the Housing Choice Voucher (Section 8) program to ensure strict adherence to and compliance with the regulations governing the Section 8 program.
Supervises program staff; assists with recruitment and selection of personnel; assigns, directs, and inspects the work of staff; disciplines, coaches, counsels, and evaluates staff performance.
Oversees the Section 8 program educational briefings for landlords and new program approved applicants.
Analyzes new Section 8 program regulations and recommends administrative policy changes to the ector of Housing.
Trains staff on new Section 8 rules and regulations including industry best practices.
Conducts quality control assessments and reviews quality controls required by the Section 8 Management Assessment Program (SEMAP); gathers, reviews, and documents information for SEMAP indicators.
Advises staff of client problems and concerns; responds to inquiries concerning the HCV program; addresses and/or coordinates resolution of complaints.
Prepares, maintains, and submits required reports; oversees the preparation and maintenance of files and records.
KNOWLEDGE, SKILLS AND ABILITIES: Comprehensive knowledge of the principles and practices of assisted housing management; comprehensive knowledge of HUD regulations regarding assisted housing; comprehensive knowledge of HUDs Housing Choice Voucher Program; thorough knowledge of the objectives, practices, and techniques of counseling and interviewing; thorough knowledge of the techniques and practices of case management; general knowledge of local property maintenance code regulations, real estate terminology, and the Virginia Residential Landlord and Tenant Act; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to plan, coordinate, and supervise the work of subordinates; ability to prepare clear and concise reports; ability to maintain and monitor diverse case management load; ability to communicate and present ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with associates, landlords, outside agencies, government officials, clients, and the general public.
EDUCATION AND EXPERIENCE: Bachelor's degree with coursework in business administration, counseling, social work, or related field and considerable experience in housing program administration including considerable supervisory experience, or equivalent combination of education and experience.
Physical Requirements: This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and repetitive motions, frequently requires sitting and using hands to finger, handle or feel and occasionally requires standing, walking, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
SPECIAL REQUIREMENTS: Obtain HCV Housing Specialist, HCV Housing Quality Standards Specialist, and Family Self-Sufficiency Specialist certifications within one year of hire.
Complete Fair Housing and Reasonable Accommodation training within one year of hire. Valid driver's license in the Commonwealth of Virginia
